Project Delivery System: PDS in Construction Explained

A Project Delivery System (PDS) refers to the framework for managing the planning, design, construction, and sometimes the financing, operation, and maintenance of a project. This system defines the roles, responsibilities, and relationships among stakeholders to ensure successful project execution. Commonly used in the construction and infrastructure sectors, project delivery systems determine how a project progresses from concept to completion.

For a comprehensive look at the different project delivery methods and how they apply to construction, explore our Project Delivery Methods Guide.

What Is the Most Common Project Delivery System?

The Design-Bid-Build (DBB) method is widely regarded as the most common project delivery system in traditional construction projects. In DBB:

  • The owner hires a design team to prepare project plans.
  • Contractors bid for the construction phase after the design phase is complete.
  • The project progresses in sequential phases, offering clear division of roles.

While DBB remains prevalent, modern project delivery systems like Design-Build and Design-Bid-Build are gaining popularity for their efficiency and collaborative frameworks.

For niche applications like maintenance or renovations, Job Order Contracting (JOC) is an emerging alternative.
